"Circular Public Procurement in Cities": a practical guidance for cities has been published

It is out! : "Circular Public Procurement in Cities". 

This new European Investment Bank (EIB) guidance document, developed by ICLEI Europe in collaboration with Circle Economy, offers practical guidance for how cities can leverage public procurement for circular outcomes. 

Why is this guide unique? 

It speaks the language of public procurers: It shows how existing procurement procedures can be adapted for circular outcomes — there’s no need to reinvent the wheel! 

💡 Circular procurement is innovative: It highlights how innovation procurement can unlock circular solutions — using tools like pre-commercial procurement (PCP) and dynamic purchasing systems (DPS) to help cities shape new markets and enable SMEs and start-ups to scale their circular innovations. 

Bringing EU policy and procurement: The guide offers insights from no less than 15 key EU policies and directives, such as the Net-Zero Industry Act, Sustainable Products Regulation, the Clean Industrial Deal. It shows how Cities can leverage existing circular economy policies to support the use of circular public procurement. 

📑 Circular criteria! Annex 1 includes a comprehensive list of circular procurement criteria for works, goods, and services, that have already been used in actual tenders.

🏫 Showcasing examples on the ground: With 45 examples from cities and regional governments across Europe — from Amsterdam to Tampere, Porto to Helsinki — it showcases how circular procurement is already transforming urban economies.
