On December 3, 2025, the Eurocities Development Forum (EDF) held their annual meeting in Turin, Italy.
The UAPP Partnership was well represented: our coordinator Valentina Schippers-Opejko is chair of the Eurocities Work Group Public Procurement and member of the Steering Committee. On December 4 the Cities Innovate Summit took place at the same venue, where we connected with city delegates.
Representatives of the cities Enschede, Parma, Turin, Nantes, Hamburg, Haarlem and Amsterdam participated in the Work Group Public Procurement. Main topic on the agenda was the EC questionnaire about revision of the PP directives. Eurocities needed input for their reply to the European Committee. After a vibrant discussion Eurocities Head of Digital Transformation & Economic Development Chiara Venturini, could extract valuable conclusions for input in their questionnaire.
We also discussed the Work Group PP topics for the coming 2-years period:

Create more influence on the European legislation process

Activate politicians for more advocacy and finetuning legal obstructions

Organise a webinar on Social Procurement with field experts

More focus on LCC (Life Cycle Costing) rather than only consideration on lowest prize versus quality

Communicate in advance about future procurements to enable market parties to investigate in R&D

Further explore AI in relation to public procurement on EU level

Create a connection with the Big Buyers group

Invite PP experts of municipalities/organisations to this Work Group meetings
