We are proud to announce a new member of our Urban Agenda Public Procurement Partnership: ProcurFinland. ProcurFinland is a joint action program of the Ministry of Finance, the Finnish Municipalities Association, the Confederation of Finnish Business, Finnish Entrepreneurs and Wellfare area company Hyvil Oy, which aims to promote the sustainability of public finances and the social impact of public procurement.

This new member joined our Partnership in January 2025. Contact person is Eriika Autio, Programme Director ProcurFinland, Ministry of Finance.

We have interviewed Eriika and asked her to introduce her programme and its role in our Partnership by answering below questions:

Why ProcurFinland applied for joining the UA Public Procurement Partnership?

ProcurFinland (Hankinta-Suomi) is a joint action programme which brings together public procurement and its development under one umbrella. The development of public procurement is part of ProcurFinland – and vice versa. During the previous term of the programme, the National Public Procurement Strategy was drawn up, which was implemented in extensive cooperation across organisational boundaries and across the country. Development takes place in open cooperation. The results of the development are freely available for everyone to utilise.

ProcurFinland wants to expand their network and collaborate at EU-level. As member of the Urban Agenda Public Procurement Partnership, we can have a dialogue about our common challenges in implementing strategic procurement, especially innovating to achieve the Sustainable Development Goals.

What are the challenges ProcurFinland faces in terms of Innovative and Responsible Public Procurement?

Although both 'innovation' and 'sustainability of public procurement' are goals of our national strategy, our biggest challenge at the moment is focusing on savings at the expense of innovation and sustainability.

What is the added value of the Partnership for ProcurFinland?

Cooperation with the Urban Agenda Partnership gives us support to develop our strategic public procurement.
