Our 2025-2028 Actions

Please find below recent updates on the actions taken on our 2025-2028 Action Plan goals:

 

* May 2026 *

During the UAPP Partnership meeting on May 18 & 19, 2026 the following actions has been taken:
 

Action 1: Capacity Building on Public Procurement as a Strategic tool: 
•    Opinions were shared on researching best practices on (preliminary) market consultation, Social Responsible Public Procurement (SRPP), Innovation Procurement and Circular Procurement.
•    City of Tallinn will host a Webinar on ‘Challenges and solutions of Socially Responsible Public Procurement’.
•    Mapping existing tools on the use of big data in innovation procurement could be realised by adding data expertise to the tender team and using Electronic Tender boards for new tenders as a source of information (data).
•    The core challenges and corresponding solutions within the scope of Renewable Energy Procurement were mapped
•    A seminar/webinar on Renewable Energy Procurement has been drafted.
•    A collection of best practices on Renewable Energy solutions has been pinpointed to 3 complex cases that offer scalable solutions:
o    Haarlem (The Netherlands): Focusing on innovative models for green energy supply.
o    Tallinn (Estonia): Focusing on buildings and infrastructure embedded with renewable energy installations.
o    Gabrovo (Bulgaria): Focusing on energy communities, citizen participation, Public-Private Partnerships (PPP), and energy sharing models.

Action 2: Advocacy and Better Regulation:
A letter to the European Commission was discussed containing case examples and recommendations on preliminary market consultation, market dialogue, ecosystem building, and support for innovation and local initiatives. This letter has been submitted to the EC.

Action 3: Better Funding to stimulate Strategic Public Procurement: 
Decisions on how and when to disseminate the survey - aimed to identifying gaps and needs in funding to stimulate public procurement as a strategic tool - were taken.
 

* March 2026 * 

A summary presentation has been created with a State of Play of the actions of our UAPP Partnership:

  • Actions we have finalised so far: a series of webinars, an updated Position Paper, surveys 
  • Actions we are currently implementing: a Masterclass on CO2 pricing and AI, interviews
  • Actions currently under design and a short summary of the challenges we are facing
  • Key milestones by the end of 2026

* November 2025 *

During the UAPP Partnership meeting on November 17 & 18, 2025 the following actions has been taken:

Action 1: Capacity Building on PP as a Strategic tool: 

  • Action Group 1 started with the organisation of an online webinar on CO2 Pricing. 
  • Capacity Building on SPP will be researched and summarised to be discussed in May 2026. 
  • New best practices and the implementation of an AI tool in the E-learning modules will be started.

Action 2: Advocacy and Better Regulation: Action Group 2 members replied to the EC questionnaire to adjust and improve the UAPP Partnerships' remarks on the EU Directives on PP input. After a mutual review by all UAP partners, the questionnaire input will be sent to the EC in January 2026.

Action 3: Better Funding to stimulate Strategic Public Procurement: the outcome of the Survey 'Finding gaps in current funding mechanisms' has been analysed and discussed in Action Group 3. Group members will further investigate replies by interviewing stakeholders. Recommendations of this action will be discussed and finalised in the UAP meeting in May 2026.

 

* September 2025 *

Action 2: Advocacy and Better Regulation: we finalised the UAPP Position Paper which will contribute to the update of the EU Directives on Public Procurement. We thank all partners for their contribution and providing Case Examples to clarify our Key Recommendations. Please find the final Position Paper here.

An update of our UAP flyer has been created. We will distribute the paper version during in-person meetings and events. The online version can be found here.

 

* July 2025 *


For Action 3: Better Funding to stimulate Strategic Public Procurement (SPP) we have started with creating a survey to help us finding gaps in current funding mechanisms. The survey can be filled in here. Deadline will be the end of October 2025. The outcome of the survey will be reviewed by all Action Group 3 members during our next UAPP Partnership meeting on November 17 & 18, 2025. Results will be published with all members and the UAPP public procurement community here on this webpage.

For Action 2: Advocacy and Better Regulation we have started updating our Position Paper and rewrite our recommendations to the EC. We have asked all UAPP Partnership members to adjust and complete the draft document and will finalise it in August. If final, it will be shared on this webpage.
