Urban Agenda for the EU

The Urban Agenda Partnership on Innovative and Responsible Public Procurement aims to encourage the use of innovative and responsible public procurement as a strategic tool for public authorities. We believe that using innovative and responsible public procurement as a strategic tool allows public authorities to obtain pioneering solutions that are tailor-made to their specific needs.

The Partnership provides an opportunity for cities and Member States to work closely together with the European institutions to research and assess how to facilitate the use of innovative and responsible public procurement as a strategic tool. Through research and development of information tools we aim to facilitate more use of innovative and responsible public procurement to support sustainability and innovation.

The Partnership's objective is to promote the development and implementation of an ambitious procurement strategy as an integrated and supportive tool for governance. By using Public Procurement and the Procurement of Innovation as a strategic management tool, cities and other public authorities can significantly increase the positive impact on their social and environmental objectives.

We believe that innovative and responsible public procurement enables local, regional, national and European public authorities to provide the best possible quality services to taxpayers while saving costs. Moreover, it promotes job creation and boosts the competitiveness of European industries and small and medium-sized enterprises (SMEs). Additionally, it encourages more efficient, sustainable, and innovative public services, products and works.

The Partnership was launched in 2017 and developed and executed actions, formulated in Action Plans that serve as a guidance to achieve the Partnership’s goals. Please find the latest Action Plan here.
